A NEW project which will ensure that children and young people's rights are respected and protected has been launched in Neath.

Neath Port Talbot Children's Rights Unit is a Big Lottery funded project which aims to make the UN Convention on the Rights of the Child (UNCRC) a reality for children, young people and their families living in the county.

Neath AM Gwenda Thomas said she very much welcomed the new unit.

She said: "The establishment of this unit clearly shows the commitment of Neath Port Talbot Council for Voluntary Services and all its partners to the UN Convention on the Rights of the Child, and to the right of children to be respected and heard."

Ok then Gwenda some facts on the UN Convention on the Rights of the Child.

The United Nations Convention on the Rights of the Child (UNCRC) is an international human rights treaty that grants all children and young people (aged 17 and under) a comprehensive set of rights. The UK signed the Convention on 19 April 1990, ratified it on 16 December 1991 and it came into force on 15 January 1992.

My questions to you are very simple.

Why did you and your corrupt colleagues in the Welsh Assembly deliberately ignore Linda's daughters smuggled letters to her mother to be returned to her family ?

Does it mean that the Rights of the Child, and to the right of children to be respected and heard does not apply when covering up for your friend Dewi Evans and medical negligence ?.

Celebrity Criminals Like Jimmy Savile 'Were Protected By Police'

Police files on celebrities and politicians accused of sex assault were so heavily protected that officers investigating claims could not access them, it has been reported.

Information on high profile suspects was marked as 'secret' or 'restricted' and only available to a small number of officers - a system which may have helped prolific offenders like Jimmy Savile escape prosecution, The Times has said .

The approach to sensitive files was designed to stop officers from leaking information to the media.

The issue of detectives being unable to access relevant intelligence was highlighted in a report on the effectiveness of the Police National Database (PND) in the wake of the Savile scandal.

It came after complaints about Savile made to different police forces across the country while the TV presenter was still alive were not able to be shared by detectives.

Metropolitan Police Commander Peter Spindler confirmed to the newspaper that famous people were protected by high levels of confidentiality built into intelligence systems.

He said: "Any high-profile or sensitive case will be restricted on our systems because we are not going to let 50,000 people (Met officers and staff) across London read sensitive material about celebrities, politicians or other high-profile people.

"We have had some officers and staff who were prepared to leak information to the media for payment and the mechanism to prevent that was to restrict access to that information."

But police believe their new PND, launched in 2011, will help prevent similar errors in the future.

The system allows sensitive material to be located but accessed only with the right clearance.

Speaking after the report was published last week Chief Constable Mike Barton, the Association of Chief Police Officer's lead on intelligence, said the current system is capable of being interrogated by any trained officer across the UK to "identify suspects, offenders and patterns of behaviour".

The National Association of People Abused in Childhood told The Times that police had put the protection of celebrities before children.

But spokesman John Bird added that he believes police are striving to "get it right in future".

The first national shared database for police in England and Wales was set up in 2003, while a later system in 2006 allowed officers to search for intelligence but restricted access to sensitive records.

Children in custody were involved in 43,000 strip searches in just two years

• Illicit items were found in only 275 cases out of 43,960 strip searches
• Almost half searched were from black and minority ethnic backgrounds
• One 16-year-old girl had been ordered to hand her sanitary towel to staff

Children in custody have been stripped naked and searched more than 43,000 times in under two years.

The Youth Justice Board promised to end the routine strip-searching of children in 2011. saying the practice was undignified and led to ‘feelings of anger, humiliation and anxiety’.

But an investigation has found children were forced to strip naked on 43,960 occasions in the 21 months leading up to December 2012. Illicit items were found in just 275 cases. 

The youngest child to be strip-searched was 12 and physical force was used on 50 occasions.

Tobacco was the most common form of contraband found in the searches with no recorded discoveries of knives or drugs.

The data come from a Freedom of Investigation request by Carolyne Willow, the former national co-ordinator of the Children’s Rights Alliance for England, who described the practice as ‘institutionalised child abuse’.

She said: ‘This matter is of such magnitude that ministers must amend the rules to prescribe the extremely limited circumstances in which it would ever be permissible to make children in institutions remove their clothes and underwear.’

She added: ‘This matter is of such magnitude that ministers must amend the rules governing secure establishments to prescribe the extremely limited circumstances in which it would ever be permissible to make children in institutions remove their clothes and underwear.’ 

The statistics reveal contraband was discovered in only eight in every 1,000 searches in young offender institutions, secure children’s homes and training centres in the course of one year, and just three in every 1,000 in the next year.

Almost half - 48 per cent - of children strip-searched were from black and minority ethnic communities.

In 2006, Lord Carlile QC conducted an inquiry into the use of restraint, strip-searching and segregation in child custody.

Then, as now, fewer than one in ten searches yielded a ‘find’ and tobacco was the most common item discovered.

One 16-year-old girl told the inquiry she had been strip-searched and ordered to hand her sanitary towel to staff.

Another girl recalled: ‘When I had my first full search it was horrible as I have been sexually abused and I didn’t feel comfortable showing my body as this brought back bad memories.’ 

John Drew, chief executive of the YJB said full strip-searches should only be used following an assessment of risk and this should be the starting point for practice in all secure establishments.


He added: ‘Where providers of STCs and YOIs consider it necessary to carry out routine full searches on first admission, this approach should be justified and will be kept under review by the YJB.’

A spokeswoman for the Ministry of Justice said a revised searching policy for young people was introduced last March that ensures their safety and security while not subjecting them to a full search unnecessarily.

She said: ‘Full searches will only take place when it is necessary and there is a clear justification or identified risk.

‘We have a duty to keep any item that could endanger the safety of young people out of secure establishments. We use a number of measures to disrupt their supply and searches are an important part of this.’ 

At the end of August 2012, there were 1,643 children in custody in England and Wales. There were 1,225 in 25 Young Offender Institutions, 269 in Secure Training Centres and and 149 in Secure Children’s Homes.

Of those, 64 were aged under 14 and two just 12. The cost of keeping children in the secure estate was £268.9million.

House Of Thieves Opens " Mental Health Clinic " For Members Of Parliament.

Rising cases of mental problems among the British MPs has forced the parliament to set up a mental health clinic for the lawmakers inside the parliamentary premises.

The £25,000-a-year plan has been approved following revelations that a rising number of MPs are seeing doctors over anxiety and depression.

This comes as the law previously ruled that any MP or top executive in a company who is under treatment for mental difficulties for over six months will automatically lose his job.

Now based on the newly-endorsed Mental Health (Discrimination) Bill, the Commons Member Estimate Committee, which is in charge of MPs’ working conditions, will fund the treatment of lawmakers with mental problems.

Meanwhile, a consultant psychiatrist will be present in the Parliamentary premises to help MPs with mental problems diagnose their condition and refer to hospitals for inpatient treatment if necessary.

Neath Port Talbot's 'Oliver Twist' children's social services criticised for asking for more.

CHILDREN'S social services in Neath and Port Talbot have been compared to Oliver Twist because of the way bosses keep coming back to ask for more.

They have gone over their staff costs budget by £450,000 despite being given an extra £1.3 million this year — leading to accusations they have created an impression of rewarding financial mismanagement.

Most of the overspend is down to the authority failing to recruit enough social workers, meaning they have to keep paying for more expensive agency workers.

Officers argue the expense is justified because Neath Port Talbot has the highest proportion of looked-after children in the UK, and they could not turn away vulnerable or at-risk youngsters.

However, members of the children, young people and education cabinet board voiced concern after being told the overall financial pressures on children's services now exceeded £1.2 million.

Councillor Rob Jones said: "When I started reading this (officers' report), I thought I was reading Charles Dickens.

"I thought it was Oliver Twist. You've been given £1.3 million and you're coming back to ask for more.

"There is no more. When you look at the figures, the bowl is empty. You're asking to come back and lick the bowl and eat the crumbs, and taking money from other areas."

Head of children's services Andrew Jarrett said the council was in a very difficult and unprecedented situation with children's services.

"We cannot turn away children who are vulnerable and at risk. We still have to bring them into a safe place, and that will cost money," he said.

"My job is to ensure that, going forward, we are planning for the proper and robust management of finances, but also proper and robust management of our children."

Mr Jarrett said there were around 490 looked-after children in Neath Port Talbot, the highest rate in Wales and the UK based on population.

He said: "I'm working to get that down, but we need to do that in a safe and measured way. I'm not going to be able to do that overnight."

Mr Jones responded: "Nobody would want to turn a child away or put a child in danger. We have a statutory duty.

"What it appears is that we are rewarding financial mismanagement. I'm not making any accusations of wrongdoing, but it sends out the wrong message to other departments that are struggling to balance their books.

"They ask why children's services are allowed to get away with such a vast overspend. It is the wrong message, and I think one of the things this council needs to look at is financial management with children's services."

Mr Jarrett said the department was not raiding the reserves of other departments or schools. "A lot of this money is coming from central reserves, and we will have to pay that back," he added.
